Nearly all-automobile accidents are caused by drivers who are either inattentive or, at the other extreme, recklessly aggressive. These drivers are disciplined when they are caught, with fines, forced education and license suspensions. Everybody admits the fact that they have legal liability for the damage they cause.
One of the most common signs of an impaired motorist driving under the influence is Reckless Driving, which is one of the major reasons of vehicle crashes resulting in serious injury and fatalities.  Not all-reckless drivers are under the control of alcohol or drugs. Sicknesses such as heart attack, diabetic retrogression, reactions to certain medications are some of the reasons. Others also entail exhaustion, lack of adequate sleep. Diminished abilities to correctly control a vehicle in such cases, age or deficient eyesight.


And last but not the least distraction caused by continued use of a cellular phone, reading while driving and taking your eyes off the road while reaching for items may also lead to reckless driving. Princess Diana died tragically in a car crash driven by an intoxicated chauffeur. Her death was abominable on different levels. It was violent and intense. It sent those she had touched through her charity work into sorrowful grieving, and saddened millions more who had never met her but who had followed her troubled and occasionally perplexing life with the closeness that modern celebrity affords. This accident would not have happened if the driver was not intoxicated by alcohol which is resulted in the accident due to reckless driving. There is a lifelong anguish for the family of the fatal victims; further, there are astronomical costs, and issues for repeat offenders. Reckless drivers cause more deaths, impairment, and ruin than all killers, robbers, rapists, and robbers brought together. Every six hours, an impaired driver kills someone.

People drink for numerous reasons. It is a way to breakout from strain and stress. In addition to, it is alleviation from emotional and financial problems. Some people are pressured into drinking by their companions. Drinking is a social aspect. It is an accepted custom in the business world. But the fact is that it is drinking whilst driving which gives rise to recklessness by drivers. It is of prime importance that drivers should take the responsibility to communicate with other drivers. This would avert accidents and preserve safety on the road. Every day that we drive, we communicate with other drivers, passengers, pedestrians, and cyclists. There are no ways a person can drive sans communicating. Speeding is one of the most normal ways that people break the law. When people break the law there are obnoxious results. A speeding ticket is an effectual form of discipline.

Kants framework
Kant, the fundamental democratic peace theorist, worked along very similar lines. He adhered to the fact that modern warfare will so destroy the world that states will eschew from using war as a means to resolve differences. The cost of war as a method to compete in the international domain will make it uninviting.
Kant's explanation is not a social contract, nonetheless. Hobbes has little confidence in humans and sees a construction that force boundaries on men as the only for a society to work. Kant gives credence to the competence of men and is a moralist to the end, and realistic actions determined or persuaded by an outside or bigger force should not be the guide to live. What he terms "heteronomy" is not moral or depraved but only the result of an unattractive hierarchy. Unlike Waltz, he does not support or predict a hierarchical world order. Instead, he sees that fellow citizen will arrive at the solution in a very sensible manner. At one point, it will be apparent to statesman that war is not a conceivable option for resolution. Kant, a modernist to the heart, is of the opinion that progress, even reckless progress, will help reason triumph. Kant sees the victory of the unconditional imperative, an inevasible exigency of the moral law.

Kant's solution rests on morality. When the surroundings for the categorical imperative is met, then something is morally good. The first is a wholeness clause we can will all persons to do the deed. The second is based on respect, which is to treat other persons as ends, and not barely as the means to our egotistical ends. The last permits us to see other persons as mutual lawmakers, where all human beings should have independence and impartiality. When this framework is fixed, there must be complete submission to the system in order to evade the tragedy of the commons. Precision is a fundamental condition. States will steadily act in some mystery and keep some amount of autonomy, but they must be liable for their deeds.  Kant adhered to the fact that risk is a typical element of the world that on the one hand explicit a chance-cause and on the other hand verify the need for explanation, for risk does not simply happen as chance sometimes does but risk endanger those who are exposed to it. Risk demands a definition.

A risk-analysis decides likely causes and effects, but a moral analysis resolves the magnitude of responsibility and blame. There dwells a long philosophical belief from Aristotle to Kant and beyond to neglect accidental events as relevant for a person's moral merit or shortcoming. How could one be morally liable for a guest's injury when a strong gust of wind blows the rain gutter from one's house? In the last three decades there have been grave endeavors to show that a simple rejection of luck from the region of moral judgments is not as easy as it may seem. If purposely are the prime notions of normative judgment, then the concept of control explicit the paramount condition for an agent to be liable for her actions. Nonetheless, a little reflection divulges that any action is out of the agent's total control. Luck is a non-deductible element of life. If no agent is in full control of the consequence of her actions, is it still important to issue moral praise and blame.
